Paris/New York, 7 January 2009– UNESCO Director-General Koïchiro Matsuura and UN Special Representative of the Secretary-General for Children and Armed Conflict, Radhika Coomaraswamy, expressed grave concern over the recent attacks against UNRWA schools and associated facilities. These facilities had been set up by the UN as places of refuge for civilians fleeing the fighting in Gaza.

Their statement follows the shelling by Israeli military of three schools operated by the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA). A large number of civilians, including children were killed, particularly in the third strike, and many more were injured. "These attacks are extremely distressing. I reiterate that schools should, in no way, be involved in military conflict", said Mr Matsuura. "Schools must remain zones of peace and security in all circumstances," he added. "All parties should agree to a ceasefire for the sake of the children and the civilian population which bear the brunt of the conflict", stated Ms. Coomaraswamy. The Special Representative reiterated her call to Hamas to stop its indiscriminate rocket fire. She also urged the Government of Israel to to take all necessary measures to limit civilian casualties and to investigate into its military strikes against schools. "Something went terribly wrong and those who committed these attacks must be held responsible," she added.Mr Matsuura and Ms. Coomaraswamy joined their voice to the call made on 6 January to the Security Council by the United Nations Secretary – General: "These attacks by Israeli military forces which endanger UN facilities acting as places of refuge are totally unacceptable, and should not be repeated. Equally unacceptable are any actions by Hamas militants which endanger the Palestinian civilian population. [These] events underscore the dangers inherent in the continuation and escalation of this conflict," stated Mr Ban Ki-moon.

Paris/New York, 7 janvier 2009– Le Directeur général de l’UNESCO, Koïchiro Matsuura, et la Représentante spéciale du Secrétaire général pour les enfants et les conflits armés, Radhika Coomaraswamy, ont exprimé leur vive préoccupation concernant les récentes attaques contre les écoles et installations associées de l’UNRWRA. Ces installations ont été mises en place par les Nations Unies comme lieu de refuge pour les civils fuyant les combats à Gaza.

Cela fait suite aux bombardements par l’armée israélienne de trois écoles gérées par l’Office de secours et de travaux des Nations Unies pour les réfugiés de Palestine dans le Proche-Orient (UNRWRA). Un grand nombre de civils, dont des enfants, ont été tués, plus particulièrement lors du troisième bombardement, et beaucoup d’autres ont été blessés.

«Ces attaques sont extrêmement choquantes. Je réitère que les écoles ne doivent en aucun cas être impliquées dans un conflit militaire», a déclaré Koïchiro Matsuura. «Les écoles doivent rester des zones de paix et de sécurité en toutes circonstances».

«Toutes les parties doivent convenir d’un cessez-le-feu dans l’intérêt des enfants et de la population civile qui portent le fardeau du conflit», a déclaré Radhika Coomaraswamy. La Représentante spéciale a réitéré son appel au Hamas de stopper ses tirs aveugles à la roquette. Elle exhorte également le gouvernement d’Israël de prendre toutes les mesures nécessaires pour limiter les victimes civiles et à enquêter sur ses bombardements militaires contre les écoles. « Il s’est produit quelque chose de totalement déplorable et ceux qui ont commis ces attaques doivent être tenus pour responsables», a t’elle conclu.

Koïchiro Matsuura et Radhika Coomaraswamy ont joint leur voix à l’appel du Secrétaire général des Nations Unies au Conseil de sécurité le 6 janvier dernier: «Ces attaques par les forces militaires israéliennes, qui mettent en danger les installations des Nations Unies servant de lieux de refuge, sont totalement inacceptables et ne doivent pas se reproduire. Tout aussi inacceptables sont les actions de militants du Hamas qui mettent en danger la population civile palestinienne. Les évènements d’aujourd’hui soulignent les dangers inhérents à la poursuite et à l’escalade de ce conflit», a déclaré Ban Ki-moon.
