Kaga Bandoro, Central African Republic – During a week-long visit to the Central African Republic, the Special Representative of the UN Secretary-General for Children and Armed Conflict, Virginia Gamba, visited Kaga-Bandoro for talks with leaders of armed groups. She invited them to join the ongoing efforts to ensure better prevention of serious violations of children’s rights.

During discussions with representatives of various ex-Seleka and anti-Balaka armed groups, Ms. Gamba made a plea to get everyone involved in the development of a national  plan for the prevention of grave violations against children. “UN Security Council Resolution 2427 specifically calls for national and regional plans of action to be developed and implemented to ensure better prevention of such violations,” she said, noting that she had proposed Government to consult all the signatory groups of the political agreement for peace and reconciliation in order to involve them in the preparation of the said plan.

To this end, the Special Representative welcomed the adoption by the MPC (Mouvement patriotique pour la Centrafrique) of its plan of action for the protection of children, encouraging other groups to follow this example: “Each action plan is unique. I am pleased that the MPC has signed its plan. I also encourage others to position themselves as protectors of children by helping to reduce all forms of violations, “she said.

Ms. Gamba also expressed her satisfaction at noting a reduction in violations against children, particularly with regard to their recruitment, but also to the sexual violence and abduction of which they are often the object. On the other hand, she expressed her concern about attacks on schools and hospitals that continue, especially during attacks and looting of villages. And to emphasize the need to work together to put an end to it, especially in a country where under-18s represent nearly 50% of the population. Opportunity for her to advocate for better listening and assistance to youth.

“I am aware of the efforts you are making, but I ask you to do more to get your country out of this situation,” she said of armed groups, who said they had taken note of recommendations, admitting that the place of children is at school and not on the battlefield. Visibly satisfied with the exchanges, the armed groups included in their grievances training for their zone commanders, as well as technical and logistical support to facilitate the work of their focal points in charge of Child Protection.

Expectations that Ms. Gamba has taken note of, promising to advocate with the Security Council so that the United Nations can increase support for armed groups committed to protecting and preventing serious violations of children’s rights.

For his part, the Coordinator of Child Protection in Kaga-Bandoro, Alain Onziga, informed the representatives of the armed groups about the existence of a plan, at MINUSCA level, to strengthen the capacities of the focal points for the protection of children in situations of armed conflict. For this, the leaders of the armed groups are invited to nominate potential beneficiaries to enable the Mission to support them in this direction.

A KAGA-BANDORO, VIRGINIA GAMBA INVITE LES GROUPES ARMÉS À S’ENGAGER DANS LA PRÉVENTION DES VIOLATIONS GRAVES DES DROITS DES ENFANTS

En visite d’une semaine en RCA, la Représentante spéciale du Secrétaire général des Nations Unies pour les enfants et les conflits armés, Virginia Gamba, s’est rendue, ce vendredi 3 mai, à Kaga-Bandoro (Centre) pour s’entretenir avec les responsables des groupes armés et les inviter à se joindre aux efforts en cours afin d’assurer une meilleure prévention des violations graves des droits des enfants.

Au cours des échanges avec les représentants de différents groupes armés ex-Seleka et anti-balakas, Mme Gamba s’est adonnée à un véritable plaidoyer afin que tous s’impliquent dans l’élaboration du plan national de prévention des violations graves des droits des enfants. « La résolution 2427 du Conseil de Sécurité des Nations Unies demande expressément que des plans d’action nationaux et régionaux soient élaborés et mis en œuvre afin de garantir une meilleure prévention de ces violations », a-t-elle indiqué, soulignant avoir proposé au gouvernement de consulter tous les groupes signataires de l’accord politique pour la paix et la réconciliation afin de les impliquer dans la préparation dudit plan.

A cet effet, la Représentante spéciale a salué l’adoption, par le Mouvement patriotique centrafricain (MPC), de son plan d’action relatif à la protection des enfants, encourageant le Front populaire pour la Renaissance de la Centrafrique (FRPC) et les autres groupes à suivre cet exemple.« Chaque plan d’action est unique. Je suis contente que le MPC ait signé son plan. J’encourage les autres également à se positionner comme des protecteurs des enfants en contribuant à la réduction de toutes formes de violations », a-t-elle plaidé.

Mme Gamba a, par ailleurs, exprimé sa satisfaction de noter une réduction sensible des violations contre les enfants, notamment en ce qui a trait à leur recrutement, mais aussi aux violences sexuelles et enlèvements dont ils sont souvent l’objet. En revanche, elle a exprimé sa préoccupation par rapport aux attaques contre les écoles et les hôpitaux qui continuent, surtout lors d’attaques et pillage des villages. Et de souligner la nécessité de travailler ensemble afin d’y mettre un terme, surtout dans un pays où les moins de 18 ans représentent près de 50% de la population. Occasion pour elle de plaider pour une meilleure écoute et assistance à la jeunesse.

« Je suis consciente des efforts que vous faites, mais je vous demande d’en faire davantage pour sortir votre pays de cette situation », a-t-elle lancé à l’égard des groupes armés, lesquels ont dit avoir pris bonne note des recommandations, admettant que la place des enfants est à l’école et non sur les champs de bataille. Visiblement satisfaits des échanges, les groupes armés ont inscrit au nombre de leurs doléances des formations pour leurs commandants de zone, ainsi qu’un soutien technique et logistique pour faciliter le travail de leurs points focaux en charges de la Protection de l’Enfant.

Des attentes dont Mme Gamba a pris bonne note, promettant de faire le plaidoyer auprès du Conseil de Sécurité afin que les Nations Unies renforcent le soutien aux groupes armés engagés dans la protection et la prévention des violations graves des droits des enfants.

Pour sa part, le coordonnateur de la Protection de l’enfant à Kaga-Bandoro, Alain Onziga, a informé les représentants des groupes armés de l’existence d’un plan, au niveau de la MINUSCA, de renforcement des capacités des points focaux en matière de protection de l’enfant en situation de conflit armé. Pour cela, les responsables des groupes armés sont invités à désigner des bénéficiaires éventuels pour permettre à la Mission de les appuyer dans ce sens.
