The Platform, a coalition of armed movements signatory of the Agreement for Peace and Reconciliation in Mali, signed Action Plans with the United Nations to end and prevent the recruitment and use of children as well as other grave violations against children in armed conflict. The Platform, including affiliated groups, is listed in the Annexes of the UN Secretary-General Annual Report on Children and Armed Conflict for the recruitment and use of children.

The Special Representative of the Secretary-General for Children and Armed Conflict, Virginia Gamba, signed earlier this week the Action Plans as a witness.

“The signature of Action Plans by the Platform is a positive step to end but also to prevent the recruitment and use of children in Mali as it is also binding for all entities under Platform’s umbrella”, said Virginia Gamba. “Through a framework and a set of timebound activities, the Action Plans will contribute to strengthen the protection of children across Mali.”

With the Action Plans, the Platform commits among other things to the release and handover of all children present in the ranks of its members to civilian actors, to end the military use of schools and education facilities and to guarantee the delivery of humanitarian assistance to all children.

“Committing to an Action Plan marks the start of an important process. The United Nations will continue its engagement with the Platform to ensure its full implementation. We count on the support of the Government of Mali to facilitate this process for the best interest of children. We further encourage the Government of Mali to develop national prevention policies to better protect children from armed conflict, as expressed in the 2018 UN Security Council Resolution 2427 ,” added Virginia Gamba.

The Special Representative emphasized that to fully regain their place in their communities, released children should receive long-term and sustainable reintegration support including through psycho-social support, education, and livelihood activities. She called on the international community to engage in political and financial support of reintegration activities in this regard, including through the Global Coalition for Reintegration of Child Soldiers.

Mali : la Plateforme signe des plans d’action pour mettre fin et prévenir le recrutement et l’utilisation d’enfants et d’autres violations graves

 

New York, 2 septembre 2021 – La Plateforme, une coalition de mouvements armés signataire de l’Accord pour la paix et la réconciliation au Mali, a signé des plans d’action avec les Nations Unies pour mettre fin et prévenir le recrutement et l’utilisation d’enfants ainsi que d’autres violations graves contre enfants dans les conflits armés. La Plateforme, y compris les groupes affiliés, est répertoriée dans les annexes du rapport annuel du Secrétaire général des Nations Unies sur les enfants et les conflits armés pour le recrutement et l’utilisation d’enfants.

La Représentante spéciale du Secrétaire général pour les enfants et les conflits armés, Virginia Gamba, a signé plus tôt cette semaine les plans d’action en tant que témoin.

« La signature de plans d’actions par la Plateforme est une étape positive pour mettre fin mais aussi pour prévenir le recrutement et l’utilisation d’enfants au Mali car ils sont également contraignants pour toutes les entités sous l’égide de la Plateforme », a déclaré Virginia Gamba. « A travers un cadre et un ensemble d’activités assorties de délais, les plans d’action contribueront à renforcer la protection des enfants à travers le Mali. »

Avec les plans d’action, la Plateforme s’engage entre autres à libérer et remettre tous les enfants présents dans les rangs de ses membres à des acteurs civils, à mettre fin à l’utilisation militaire des écoles et des établissements d’enseignement et à garantir l’acheminement de l’aide humanitaire à tous les enfants.

« S’engager dans un plan d’action marque le début d’un processus important. L’ONU poursuivra son engagement auprès de la Plateforme pour assurer sa pleine mise en œuvre. Nous comptons sur le soutien du Gouvernement du Mali pour faciliter ce processus dans l’intérêt supérieur des enfants. Nous encourageons en outre le Gouvernement du Mali à élaborer des politiques nationales de prévention pour mieux protéger les enfants contre les conflits armés, comme indiqué dans la résolution 2427 du Conseil de sécurité des Nations Unies de 2018 », a ajouté Virginia Gamba.

La Représentante spéciale a souligné que pour retrouver pleinement leur place dans leurs communautés, les enfants libérés devraient recevoir un soutien durable et à long-terme pour leur réintégration, notamment par le biais d’un soutien psychosocial, d’un accès à l’éducation et d’activités de subsistance. Elle a appelé la communauté internationale à apporter un soutien politique et financier aux activités de réintégration à cet égard, notamment par le biais de la Coalition mondiale pour la réintégration des enfants soldats.
