The UN Special Representative of the Secretary-General for Children and Armed Conflict (SRSG CAAC), Ms. Virginia Gamba, concluded her first visit to Yemen to advocate for the enhanced protection of children affected by armed conflict and to call for child protection to be included in peace negotiations. SRSG Gamba stressed that the continued relative reduction in violence should be used to support children affected by conflict throughout Yemen, including community-based reintegration of conflict-affected children. Yemen is the only situation on the children and armed conflict agenda where all major parties to the conflict have signed clear and time-bound commitments with the United Nations to end and prevent grave violations against children.
SRSG Gamba engaged with the internationally recognized Government in Aden, including the inter-ministerial technical committee, on the sustainability of measures implemented following the signature of the 2014 action plan with the United Nations and its 2018 road map to end and prevent the recruitment and use of children. She highlighted the importance of all armed and security forces to fully commit to the 2014 action plan and strengthen capacity-building activities to protect children and prevent grave violation against children. She highlighted the need for the Government to adopt a Handover Protocol on the release of children detained during military operations and promote standardized age assessments to prevent children from being recruited by security forces. SRSG Gamba welcomed the declared intention of the inter-ministerial technical committee to sustain child protection measures through engaging on a long-term prevention strategy.
SRSG Gamba engaged with the relevant Sana’a authorities, including the high-level Joint Technical Committee, to build on the progress achieved to date and identify priority actions to fully implement the action plan signed in 2022 with the United Nations to end and prevent grave violations against children. SRSG Gamba welcomed the dialogue on children affected by armed conflict and was encouraged by the intention to complete and sustain all identified measures in the 2022 action plan. She urged the consideration of sustainable long-term prevention measures. She also called upon the Houthis, who call themselves Ansar Allah, to continue the implementation of the Handover Protocol adopted in 2020. Other priority areas include explosive ordnance risk education and increasing support services for children.
SRSG Gamba urged parties to renew and expand the truce and to engage with the Special Envoy for Yemen towards the resumption of an inclusive political process to reach a comprehensive negotiated settlement, and to include child protection concerns in this process.
“I welcome all efforts by all parties to the conflict to end and prevent grave violations against children and I reiterate my call to use the opportunity of the current de facto truce to prioritize the rights and needs of children. I also call on the international community to support the children of Yemen by providing funding for community-based reintegration programmes and mine action, which are priorities for all parties in Yemen,” shared the Special Representative.
She discussed with all relevant stakeholders how the United Nations can best support ongoing efforts to minimize the impact of the conflict on affected children, including the release and ensure the reintegration of children affected by armed conflict, the provision of comprehensive assistance to child survivors of grave violations, and the importance of mine action in contaminated areas and explosive ordnance risk education. She also urged all parties to facilitate safe, timely and unimpeded humanitarian access.
“I am encouraged by the positive and constructive meetings I had in Aden and in Sana’a demonstrating the progress achieved for children in Yemen. I will continue my engagement with all parties involved in the conflict in Yemen, including the Coalition in the framework of the 2019 memorandum of understanding.”

وناقشت الممثلة الخاصة للأمين العام مع أصحاب المصلحة المعنيين الكيفية التي يمكن بها للأمم المتحدة أن تدعم على أفضل وجه الجهود الجارية للحد من تأثير النزاع على الأطفال، بما في ذلك الإفراج عن الأطفال المتأثرين بالنزاع المسلح وضمان إعادة إدماجهم، وتقديم المساعدة الشاملة للأطفال الناجين من الانتهاكات الجسيمة، وأهمية الإجراءات المتعلقة بالألغام في المناطق المتأثرة بها والتوعية على مخاطر الذخائر المتفجرة. كما حثت جميع الأطراف على تيسير وصول المساعدات الإنسانية بشكل آمن وفي الوقت المناسب ودون عوائق.
