Regional Workshop Organised by the Office of the Special Representative for Children and Armed Conflict in Partnership with UNODC and LAS

Children affected by armed conflict can be particularly vulnerable to online recruitment, exploitation and abuse. In response, regional partners in the League of Arab States are joining forces to halt this scourge through the organisation of a regional workshop on "Promoting digital safety: Combating online exploitation, abuse, and recruitment in conflict zones in the Arab Region".
The two-day workshop organized by the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG CAAC) through its Analysis and Outreach Hub in Doha, in close collaboration with the United Nations Office on Drugs and Crime (UNODC)'s Regional Center for Combating Cybercrime in Doha (UNR3C) and the League of Arab States (LAS), started today in Cairo, Egypt. This marked the fourth regional workshop with LAS in the past year, reflecting a growing and longstanding partnership and a shared commitment to advancing child protection across the Arab region.
Highlighting that "in today's conflict, children are targeted not only by weapons but also through screens and social media", the Special Representative of the Secretary-General for Children and Armed Conflict, Ms. Vanesa Fraizer, underscored that collective and preventive efforts with regional partners are essential to ensuring children's safety both online and offline. She further noted that "only by working together can we ensure children are safer both online and offline."
The workshop brought together more than 30 participants from ten countries, including government representatives from Ministries of Education, legal experts, and practitioners, reaffirming their collective commitment to the protection and safety of children online. It provided a regional platform to exchange good practices, identify legal and administrative gaps, and promote coordinated responses to strengthen digital safety frameworks, prevent online exploitation, abuse, and recruitment of children in conflict zones, and ensure that all children are protected and recognised within national and regional cybercrime and child protection frameworks.
Discussions focused on strengthening national frameworks for digital child protection, aligning legal measures with regional, and strengthening institutional capacity to prevent and respond to online exploitation, abuse, and recruitment of children, particularly in conflict-affected zones. The workshop also provided an opportunity for the Office to present an overview of the CAAC mandate and the six grave violations, examine child recruitment tactics both online and offline, and share global preventive initiatives to combat online exploitation and recruitment. Participants further engaged in a call to action, identifying concrete steps to strengthen protections for children in their respective countries.

السلامة الرقمية: مكافحة الاستغلال والإساءة والتجنيد عبر الإنترنت للأطفال في مناطق النزاع
ورشة عمل إقليمية ينظمها مكتب الممثلة الخاصة للأمين العام المعنية بالأطفال والنزاع المسلح بالشراكة مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة وجامعة الدول العربية
القاهرة، مصر، 27 كانون الثاني/يناير 2026 – يُعد الأطفال المتأثرون بالنزاعات المسلحة من الفئات الأكثر عرضة للتجنيد والاستغلال والإساءة عبر الإنترنت. وفي هذا السياق، يتكاتف الشركاء الإقليميون في جامعة الدول العربية لوقف هذه الظاهرة من خلال تنظيم ورشة عمل إقليمية بعنوان: "تعزيز السلامة الرقمية: مكافحة الاستغلال والإساءة والتجنيد عبر الإنترنت في مناطق النزاع في المنطقة العربية".
وقد انطلقت اليوم في القاهرة ورشة العمل التي تستمر على مدى يومين، وينظمها مكتب الممثلة الخاصة للأمين العام المعنية بالأطفال والنزاع المسلح، من خلال مركز التحليل والتواصل في الدوحة، وبالتعاون الوثيق مع المركز الإقليمي لمكافحة الجرائم السيبرانية التابع لمكتب الأمم المتحدة المعني بالمخدرات والجريمة في الدوحة، وبالشراكة مع جامعة الدول العربية. وتمثل هذه الورشة الرابعة من نوعها مع جامعة الدول العربية خلال العام الماضي، مما يعكس شراكة متنامية وطويلة الأمد والتزاماً مشتركاً بتعزيز حماية الأطفال في المنطقة العربية.
وفي هذا السياق، أكدت الممثلة الخاصة للأمين العام المعنية بالأطفال والنزاع المسلح، السيدة فانيسا فرايزر، أن "الأطفال في نزاعات اليوم لا يُستهدفون فقط بالأسلحة، بل أيضا عبر الشاشات ووسائل التواصل الاجتماعي"، مشددة على أن الجهود الجماعية والوقائية مع الشركاء الإقليميين ضرورية لضمان سلامة الأطفال على الإنترنت وخارجه. وأضافت أن "العمل المشترك هو السبيل الوحيد لضمان حماية الأطفال في الفضاءين الرقمي والواقعي".
وشارك في ورشة العمل أكثر من 30 مشاركا من عشر دول، من بينهم ممثلون حكوميون عن وزارات التربية والتعليم، وخبراء قانونيون، وممارسون مختصون، حيث جددوا التزامهم الجماعي بحماية الأطفال وضمان سلامتهم في الفضاء الرقمي. وقد وفرت الورشة منصة إقليمية لتبادل الممارسات الجيدة، وتحديد الثغرات القانونية والإدارية، وتعزيز الاستجابات المنسقة من أجل تقوية أطر السلامة الرقمية، ومنع الاستغلال والإساءة والتجنيد عبر الإنترنت للأطفال في مناطق النزاع، وضمان شمول جميع الأطفال وحمايتهم ضمن الأطر الوطنية والإقليمية لمكافحة الجرائم الإلكترونية وحماية الطفل.
وتركزت النقاشات على تعزيز الأطر الوطنية لحماية الأطفال في الفضاء الرقمي، ومواءمة التدابير القانونية مع الأطر الإقليمية، وبناء القدرات المؤسسية لمنع الاستغلال والإساءة والتجنيد عبر الإنترنت والتصدي لها، لا سيما في المناطق المتأثرة بالنزاعات. كما أتاحت الورشة فرصة للمكتب لتقديم عرض عام حول ولاية الأطفال والنزاع المسلح والانتهاكات الجسيمة الستة، ودراسة أساليب تجنيد الأطفال عبر الإنترنت وخارجه، واستعراض المبادرات الوقائية العالمية لمكافحة الاستغلال والتجنيد عبر الإنترنت. وشارك المشاركون أيضا في دعوة للعمل، حددوا خلالها خطوات عملية لتعزيز حماية الأطفال في بلدانهم.
