Grave Violations
- 1,070 grave violations against 600 children (488 boys, 101 girls, 11 sex unknown).
- 204 boys were recruited and used by the Taliban in combat (62) and support roles (142).
- Killing (100) and maiming (290) of 390 children (284 boys, 95 girls, 11 sex unknown).
- Sexual violence was perpetrated against 6 girls.
- Attacks on schools (55) and hospitals (73).
- 2 girls were abducted by the Taliban.
- 340 incidents of the denial of humanitarian access were verified, including interference in humanitarian activities (228).
Current situation
Violations against children continued in Afghanistan, including an increase in child recruitment and use. Following United Nations engagement, 185 children were released from the Taliban security ranks. However, serious concerns persist, particularly the continuing suspension of girls’ education and the significant operational constraints facing the United Nations due to the ban on Afghan female UN personnel accessing UN premises issued on 7 September 2025. These restrictions have severely impeded the delivery of lifesaving assistance to children.
Developments and Concerns
The engagement between the Taliban and the United Nations resulted in the release of 185 boys and their enrolment in reintegration programs.
Encourage the Taliban to define a child as every human being below the age of 18 years, develop age assessment guidelines in line with international standards and establish child protection units at recruitment centers.
All parties are requested to revoke laws and policies restricting girls from the full enjoyment of their rights, and to lift the suspension of girls' education.
Urge the Taliban to stop and prevent attacks on schools and hospitals and vacate all such facilities still used for military purposes.
