The year 2025 witnessed significant changes in Syria and the beginning of a political transition. In April, the Ministry of Defense announced the integration of multiple armed groups under a unified command, forming the new Syrian army. The situation remained however volatile in some areas, with escalations of violence reported in the Coastal areas, northeast and southern Syria, as well as the continued presence of Da’esh in parts of the country. In addition, the widespread contamination by explosive remnants of war from the conflict, which are part of the legacy from the time of the previous Government, continued to expose children to violence. Syria remains committed to its international obligations on child rights and child protection, and the Government cooperates closely with the United Nations, including for the development of a plan to end and prevent grave violations.

• Welcome the commitment of the Government to engage in a plan with the United Nations to end and prevent grave violations against children, and call for its swift adoption and implementation.
• Concern by the level of grave violations, particularly killing and maiming, sexual violence, and abduction, and note that recruitment and use remains pervasive. The killing and maiming of children by explosive remnants of war are alarming.
• Welcome the current Government's prioritization of decontamination and clearance activities, and explosive ordnance risk education. Call upon the donor community to support explosive ordnance clearance, risk education and victim assistance.
• Urge all parties to end and prevent sexual violence against children. Call upon the Government to provide a survivor-centered response.
• Significant spike in child abduction is troubling. Urge all parties to cease this violation and release children from captivity.
• Commend the authorities for facilitating the return of at least 3,400 Syrian children and the repatriation of nearly 5,700 children from camps in the north-eastern Syrian Arab Republic.
