Grave Violations
*The information below is based on the Report of the Secretary-General on children and armed conflict (A/76/871-S/2022/493) issued on 11 July 2022. Violations that occurred in previous years but were verified in 2021 have been included in the totals above.
Developments & Concerns
Progress
- Engagement of the transitional Government with the United Nations to establish a framework between the Malian armed forces and the United Nations to address grave violations against children by armed forces
- Advances in the implementation of the Safe Schools Declaration and in revising the bill on the protection of education from attacks.
- Signature by two Platform factions on 26 August of action plans to end and prevent child recruitment and use.
- Organization between CMA and the United Nations of two workshops to accelerate the implementation of the 2017 action plan.
Challenges
- Continued recruitment and use of children by CMA and Platform.
- Elevated number of grave violations against children, notably the sharp increase in attacks on schools.
Recommendations
To the Government:
- To finalize the revision of the Child Protection Code by the transitional Government, criminalizing the recruitment and use of children, including those between the ages of 15 and 17.
- To work with the United Nations to develop a national prevention strategy on grave violations against children.
- To adopt and implement the Safe Schools Declaration.
To All Parties
- To urge all parties to immediately cease all violations, unconditionally release associated children, protect schools and hospitals and allow the safe and unimpeded access of humanitarian actors to affected populations.
