at the Signing of the Agreement between the Government of Colombia and the FARC-EP
on the Separation and Reintegration of Children in Colombia

Mr. de la Calle, Mr. Marquez, distinguished members of the delegations, guarantors and facilitators, UN colleagues, ladies and gentlemen,
Good afternoon to all. I cannot express how very happy and very honoured I am to be with you today to witness the signature of this historic agreement. I would have loved to share my thoughts with the boys and girls, and all people, of Colombia in their native language on this occasion, but I will try to do so through our able interpreter.
This day is only possible because of the leadership, patience and perseverance you, the members of the Mesa, have shown throughout this process to prioritise the children of Colombia—both their present and their future. Your commitment to keep this issue high on the agenda has now translated into a guarantee that these children will have the opportunities they need to live their lives to the fullest.
Almost one year ago today I met with you for the first time in Havana to discuss children and their needs—I was welcomed by both sides and had highly constructive, open discussions. This is now my third visit and the progress has been remarkable. With your signatures on this piece of paper, you have recognised that the people of Colombia consider children are at the centre of our collective conscience, and deserving of our protection and attention. I call on all Colombian people to support this agreement and to see this as a crucial element in constructing a durable peace for your country and ensuring guarantees for non-repetition. The full implementation of the agreement will allow children to have a life in which they can learn, grow and prosper—and ultimately become adults contributing to a peaceful Colombian society.
This signature is an important and vital step…but it is just the first one, as you know. With the guiding principles of the ‘best interest of the child’ and ‘children treated primarily as victims’ at the heart of your work, you will be able to operationalise this agreement to ensure that children under 18 are given the care and support they need to transition into civilian life. In my experience, this is never an easy process. It requires special attention and expertise to accompany these children through to their new life, each child with different needs. That is why I am also pleased to see that you have included such a broad range of national and international experts as part of the process, as this will ensure you have access to any needed support to make the next stage as smooth as possible. In addition, we fully expect that the Colombian process will prove to be an example to other countries who have a similar situation, as Colombia’s capacity and expertise will allow it to carry out this plan to a very high standard.
Proper family and community reintegration programmes for children formerly associated with armed groups that ensure their protection is an absolutely vital piece of the puzzle. Without that, there is a heightened risk of these children being re-recruited by other armed groups, which is destabilising for them but also for society as a whole. To make peace truly sustainable, children not only need to be given psychosocial and physical support, but also real opportunities to become peaceful, active members of society. For all children education is key, and for older children this is often vocational training—and I am very pleased to see this as part of the agreement.
Now that this historic arrangement has been agreed, please let me urge you to begin as soon as possible on its implementation. Up until now discussions on children have contributed to building vital confidence, but as the mutual goals have been agreed on how to provide assistance to these children, the time to act is now. You have identified their needs, so it is in their best interest to not delay giving them the assistance required. Childhood is very short, they need every day to be the most beneficial and nurturing as possible to give them a bright present and future.
I will close by thanking you again for your hard work. I will add that you have my full and unstinting support for your efforts in carrying out this agreement. It has been a sincere honour to have been part of the process thus far, working very closely with UNICEF Colombia and the Resident Coordinator’s office, and I will consider it an even higher honour to help you realise your goals to help the children of your country. I know I reflect the feelings of all UN colleagues when I say that we collectively look forward to seeing progress on this agreement, and all end of conflict issues, and you can count on our support. I call on all Colombians to support this historic step down the path of peace and to support this generation to live in a society where peace and prosperity are a reality for all.
When we meet again it is my hope that we are meeting to look back over a successful process, with all children fully reintegrated and living the lives they deserve. I can never emphasize enough that the importance of putting the rights, needs and protection of children at the center will only strengthen your ultimate goal to achieve peace in Colombia.
Sincere congratulations again for taking this landmark step.

Sr. De La Calle, Sr. Marquez, distinguidos miembros de las dos delegaciones, países garantes y acompañantes, colegas de Naciones Unidas, señoras y señores,
Buenas tardes a todas y todos. No puede expresarles lo feliz y honrada que me siento al poder estar hoy aquí como testigo de la firma de este acuerdo histórico. Me hubiera encantado haberles expresado mis sentimientos a todas y todos las niñas y niños de Colombia y a todas y todas los colombianos en su propio idioma en esta ocasión pero lo intentaré a través del apoyo de nuestra capacitada intérprete.
Este momento solo es posible gracias al liderazgo, paciencia y perseverancia que los miembros de la Mesa, han mostrado a lo largo de este proceso para priorizar a los niños, niñas y adolescentes de Colombia que son su presente y su futuro. Su compromiso por mantener este tema a alto nivel en la agenda ahora se ha traducido en la posibilidad de garantizar que estos niños, niñas y adolescentes tengan la oportunidad que necesitan para desarrollar sus vidas plenamente.
Hoy hace casi un año me reuní con ustedes por primera vez aquí en La Habana para hablar sobre la niñez y sus necesidades, fui bien recibida por ambas partes y tuvimos una discusión abierta y muy constructiva. Esta es mi tercera visita a La Habana y los progresos han sido sorprendentes. Con sus firmas en este papel, ustedes están reconociendo que el pueblo colombiano considera que sus niños, niñas y adolescentes están en el centro de la conciencia colectiva, y merecen toda nuestra protección y atención. Llamo a todas y todos los colombianos y colombianas a apoyar este acuerdo y a verlo como un elemento crucial en la construcción de una paz duradera para su país y para asegurar la no repetición. La implementación total del acuerdo permitirá a los niños, niñas y adolescentes aprender, crecer y prosperar, y con el tiempo convertirse en adultos que contribuyan a una sociedad colombiana en paz.
Esta firma es un paso importante y vital… pero es solo el primer paso como bien saben ustedes. Con los principios rectores del “interés superior del niño” y de que los “niños deben ser tratados primordialmente como víctimas” en el centro de su trabajo, ustedes serán capaces de hacer realidad este acuerdo para asegurar que todos y todas las niñas, niños y adolescentes menores de 18 años reciben los cuidados y el apoyo necesario para su transición a la vida civil. Según mi propia experiencia, les puedo decir que esto no es una tarea fácil. Se requiere una atención especial y el acompañamiento de expertos en el tema a estos niños, niñas y adolescentes en la transición a su nueva vida, las necesidades de cada uno de ellos son diferentes. Por eso me agrada tanto ver que han incluido a una amplia gama de expertos tantos nacionales como internacionales en el proceso, dado que ello les asegurará el acceso al apoyo necesario para dar el próximo paso sin problemas. Además, esperamos que el proceso de Colombia sea un ejemplo para otros países con situaciones similares, dado que la capacidad y la experticia colombianas permitirán implementar este plan cumpliendo con altos estándares.
Contar con buenos programas familiares y comunitarios de reintegración adaptados a las necesidades de los niños, niñas y adolescentes y que aseguren su protección es una pieza fundamental del puzle. Sin estos programas, hay un alto riesgo de que estos niños, niñas y adolescentes sean re-reclutados por otros grupos armados, lo que sería un elemento desestabilizador para los niños, niñas y adolescentes al igual que para sociedad colombiana en su conjunto. Para hacer que la paz sea totalmente sostenible, los niños, niñas y adolescentes no solo necesitan apoyo psicosocial y físico, sino también oportunidades reales para convertirse en miembros pacíficos y activos de la sociedad. La educación es clave para todos los menores de edad, y para los más mayores lo que se necesita normalmente es contar con ofertas de formación profesional, y me alegra mucho que este punto haga parte del acuerdo.
Ahora que se ha llegado a este acuerdo histórico, por favor permítanme urgirles a comenzar lo antes posible su implementación. Hasta ahora las discusiones en el tema de niñez han contribuido a construir confianza, pero ahora que hay metas comunes acordadas sobre como apoyar a estos niños, es el momento de actuar. Ustedes han identificado las necesidades de esos niños, niñas y adolescentes, así que en virtud de su interés superior no se debe retrasar el apoyo que necesitan. La niñez es muy corta, por eso cada día de vida de los niños debe ser el más beneficioso y enriquecedor posible para darles un mejor presente y futuro.
Terminaré agradeciéndoles una vez más su arduo trabajo. Añadiré simplemente que cuentan con mi apoyo total y decidido para la implementación de este acuerdo. Ha sido un verdadero honor haber sido hasta ahora parte de este proceso, trabajando muy de cerca con UNICEF Colombia y la Oficina del Coordinador Residente, y considero todavía un mayor honor poder apoyarles en hacer realidad las metas acordadas para ayudar a la niñez de su país. Ahora me hago eco de los sentimientos de todos y todas mis colegas de Naciones Unidas cuando digo que estamos deseando ver los progresos de este acuerdo, y el fin del conflicto, y que pueden contar con nuestro apoyo. Apelo a todos y todas los colombianos y colombianas a que apoyemos este paso histórico en el camino hacia la paz y que apoyemos a estas nuevas generaciones a vivir en su sociedad donde la paz y la prosperidad sean una realidad para todos y todas.
Cuando nos volvamos a encontrar es mi deseo que sea para mirar hacia atrás y ver un proceso exitoso, con todos los niños, niñas y adolescentes totalmente reintegrados y viviendo la vida que se merecen. Me es imposible destacar suficientemente la importancia de poner en el centro los derechos, las necesidades y la protección de la niñez, dado que este hecho reforzará su meta de alcanzar la paz en Colombia.
