Grave Violations
4,114 grave violations against 3,263 children (2,216 boys, 1,047 girls).
1,397 children (1,109 boys, 288 girls) were recruited.
114 children (107 boys, 7 girls) were detained for alleged association with armed groups.
Killing (519) and maiming (399) of 918 children (661 boys, 257 girls).
Sexual violence was perpetrated against 592 children (3 boys, 589 girls).
Attacks on 121 schools (81) and hospitals (40).
1,067 children (910 boys, 157 girls) were abducted.
19 incidents of the denial of humanitarian access were verified.
Current situation
Grave violations against children in the DRC remained high in 2025, driven by the offensive by the AFC/M23, with the direct support and participation of the Rwanda Defence Forces, and the response by government forces and allies, including Wazalendo and VDP. Despite progress on the diplomatic front, a ceasefire as called for by resolution 2773 (2025) has yet to enter into effect, with devasting effects on child protection. Child killings considerably increased, making it the deadliest year for children since the MRM began in 2005. Attacks on schools, sexual violence and abductions also significantly increased.
Developments and Concerns
Continued collaboration to consolidate peace for the Democratic Republic of the Congo and the Great Lakes Region.
All parties are requested to take concrete steps to honor their commitments under the Washington Accords, the Doha Framework and other relevant regional agreements.
Progress towards the adoption of a National Child Policy and the governments continued commitment to implementing the 2012 action plan.
Encourage the government to continue to implement the Disarmament, Demobilization, Community Recovery and Stabilization program with a focus on children.
