Grave Violations

  • 2,088 grave violations against 1,661 children (951 boys, 383 girls, 327 unknown).

Current situation

2025 saw a sharp deterioration in Haiti’s security environment as armed gangs expanded their territorial control and violence intensified across Port-au-Prince and surrounding departments. The period was marked by violence in dense urban settings, widespread gang fragmentation, and the increased use of explosive drones by national security forces and private security companies in support of national security forces, heightening risks for children. The transition of the Multinational Security Support Mission into the Gang Suppression Force (GSF) in October further signaled a significant shift toward more robust and enforcement-oriented security operations.

Developments and Concerns

  • Welcome the establishment of the PREJUNES program by the transitional authorities and UNICEF to prevent the recruitment and to support the reintegration of children formerly associated with armed groups, including the reintegration of 573 children in 2025.

  • Alarmed by the use of unmanned aircraft systems by state actors and private military and security companies and the rising number of child victims.

  • Urge all parties to cease violations against children to allow safe, timely and unimpeded humanitarian access.
